Coordinated strategy to access private insurance coverage for uninsured, low-income citizens with income up to 138 percent of the federal poverty level.

Coverage

  • Uses available, cost-effective health care coverage options for newly Medicaid eligible people.

Funding

  • Funded with 100% federal funds through December, 2016.
  • Funded with 95% federal funds through 2017, 94% in 2018, 93% in 2019, and 90% ind 2020 and beyond.

Membership

  • About 46,400 people were enrolled as of 1/15/16.
  • 52% female and 48% male
  • 73% (35,698), earning equal to or less than 100% of poverty level (about $11,800)
  • The maximum income level at which an individual is eligible is 138% of the federal poverty level, $16,240.
  • 43% are employed
  • 5% (2331) are from Carroll County

Hospital Utilization

  • Hospital Association data shows that as of the end of June 2015, compared to the prior year
    • Emergency department visits among the uninsured are down 28%
    • Uninsured inpatient visits are down 36%
    • Outpatient visits by the uninsured are down 23%
